Afghanistan’s continuing fiscal requirements cannot be met by domestic revenues alone, according to World Bank and Afghanistan estimates prepared for the Tokyo Development Cooperation Conference on Afghanistan, July 8, 2012. To help meet the shortfall, participants from 55 countries and 25 international organizations attending the conference committed USD$16 billion through 2015, with continuing support at or near levels of the past decade to sustain Afghanistan economic development through what is called the Transition to Transformation Decade (2015-2024).
