OBJECTIVE:

AID MANAGEMENT

50% donor funding on budget within 2 years

                Publication of comprehensive budget for 1390

ACTIVITIES/OUTPUTS

• Donor mapping process completed with at least 10 donors, to identify which sectors over- or under-funded
• New development assistance database (DAD) ready and users trained

Agree revised Operational Guide (criteria for effective off-budget financing) and how to implement as part of new Aid Management Policy

DESIRED OUTCOME BY END OF  YEAR 1391

• Strategy in place and being implemented to channel more donor aid into national budget[do we need more realistic target than 50% on budget?]
• increase in level of donor funding to Govt designed programs?

• National budget captures O&M costs for 4 pilot line ministries and some off-budget effective aid spending

• DCDs with at least 30 donor

RESULTS BY END 1392

• Donor mapping achieves some strategic reallocation of resources
•  National budget contains O&M for all ministries?
